Notice to Consultant Engineers Regarding a request for Qualifications


NOTICE TO CONSULTANT ENGINEERS REGARDING A REQUEST FOR QUALIFICATIONSWednesday, October 23, 2019

City of Morristown, an Equal Opportunity, Affirmative Action Employer, seeks to retain the services of a professional consultant engineering firm to provide services related to various sidewalk improvements along West Andrew Johnson Highway and East Morris Boulevard. The project shall be accomplished in accordance with TDOT Local Programs guidelines. The professional consultant engineering consulting firm must be on TDOT’s pre-approved list or have a completed pre-qualification form filed with TDOT. The prequalified firm must have unlimited status. Responsibilities of the professional consultant firm include, but are not limited to:

Required Scope of Services

The proposed work will include the following services: producing a NEPA document and Design Plans for the installation and/or replacement of existing sidewalk, curb ramps, crosswalk striping, and pedestrian signals. Other services to be provided include bidding services and additional design services required during construction, excluding CEI services as defined by TDOT.

Estimated Schedule for Performance of Work

• Preliminary Engineering – NEPA Phase: December 2019 to December 2020
• Preliminary Engineering – Design Phase: December 2020 to December 2021
• ROW Phase: December 2021 to May 2022
• Construction Phase: May 2022 to May 2023

Firms may request consideration by submitting qualifications to City of Morristown, 100 West First North Street, Morristown TN 37814. Attn: Ashley Ahl, Purchasing Assistant. All submittals must be received by The City of Morristown on or before Tuesday, November 12, 2019 at 2:00 PM. The qualifications shall indicate the scope of services to be completed by any sub-consultants.

Phase I Evaluation

For Phase I evaluations firms shall submit qualifications with firm contact information including name, address and e-mail of primary contact. The letters of interest shall also include:
• Statement of Qualifications
• Company Background
• Availability
• Experience

From the qualifications, The City of Morristown will select 3 qualified firms to submit Phase II qualifications. From this list the top ranked consultant will be selected.

Phase II Evaluation

The City of Morristown will evaluate the top 3 firms on the following criteria (relative weight):

a. Qualifications applicable to the requirements of the project. Values will be based on the proposer’s qualifications of the individual that will be working directly with the City of Morristown. (Value: 25 points)
b. Company Background (Value: 25 points)
c. Availably of a supervisor to monitor the program as well as staff’s ability to meet time estimates and adhere to scheduling. (Value: 25 points)
d. Firm’s relevant experience and level of responsibility for similar projects, and experience in the required disciplines with TDOT and/or other clients. (Value: 25 points)

The consultant evaluation committee holds the ability to conduct interviews based on scoring as Phase III Evaluation.

Washington, DC. –Los medios de comunicacion reportan hoy que el presidente Trump uso advertencias de venir violencia por parte de los Democratas si ellos ganan los escaños que se luchan en el congreso, a costa de los Republicanos, en las elecciones

En una reunion con lideres evangelicos que aparentemente tuvo lugar la noche del lunes, el presidente dijo, “Derribarán todo lo que hemos hecho y lo harán de forma rápida y violenta. Y violentamente. Hay violencia. Cuando miras a Antifa y ves a algunos de estos grupos, estas personas son violentas.”  Trump advirtio de manera irresponsable pero con intencion de ganar votos que si los republicanos pierden el control de la mayoria en el Congreso Americano, el resultado seria la violencia.

Se espera que en las elecciones de mitad de termino se decida que partido controle el Congreso Americano. Muchos de los votos seran emitidos por miembros de la comunidad Latina que desde el principio de los discursos de Trump ha sido atacada con generalizaciones sobre personas extranjeras criminales y con falsedades que despiertan los mas bajos sentimientos de discriminacion y odio entre nacionales y extranjeros.

CELEBRACION FAMILIAR

Egg Rolls en Marble Springs

El sábado, 31 de marzo de 10:00 a.m. a 4:00 p.m. venga con la familia a celebrar la pascua con el primer “egg roll” de Pascua en Marble Springs. Este evento de diversión familiar incluirá actividades artesanales para niños, narración de cuentos por parte del Gobernador Sevier interpretado por Bob Jones, búsqueda de huevos, juegos y una lista de huevos de Pascua. Todas las actividades se llevarán a cabo en la propiedad histórica de 35 acres del Gobernador Sevier, primer gobernador de Tennessee. Se anima a los participantes a traer sus propios cestos para recolectar huevos de Pascua.

REQUEST FOR PROPOSALS

The Lakeway Area Metropolitan Transportation Planning Organization (LAMTPO), consisting of the Tennessee cities of Morristown, Jefferson City and White Pine, and portions of Hamblen and Jefferson Counties, is seeking Request for Proposals (RFPs) for the SR47466/ SR66/ 341 Corridor Study. The project shall consist of the following:

  1. Commencement meeting and project coordination with members of the LAMTPO board and staff
  2. Stakeholder interviews with all interested parties, including personnel from the cities of Morristown, White Pine, Jefferson and Hamblen Counties, the Morristown Industrial Development Board Executive Committee and the Norfolk Southern Railroad.
  3. Develop a plan to maintain SR66/SR341/Sr474 as a sustainable highway

           Task 1 Identify and Evaluate Transportation Systems and Facilities

           Task 2 Land Use Planning and Environmental Impacts

           Task 3 Multimodal element

           Task 4 Cost Estimates

           Task 5 Recommendations/ Implementation

           Task 6 Public Participation/ Meetings/ reports/ final documentation

Specifications are available on-line via the City of Morristown Website and on file at the Purchasing Department at 100 West First North Street.  The City of Morristown reserves the right to reject any and/or all bids and to waive formalities.

Submittal Due Date: Submittals will be received until 2:00 PM Thursday, November 9, 2017. Any submittal not received by the City of Morristown prior to the time set in this request shall be disqualified.

Submittal Copies: One (1) hard copy of the submittal and one (1) copy in digital format must be submitted in a SEALED ENVELOPE or BOX with “RFP SR474/ Merchants Greene Blvd/ SR66 Corridor Study” written clearly on the outside.
