Public Review and Comment Period for Air Quality Conformity Determination on an Amendment to the Knoxville Regional Transportation Planning Organization FY 2014 – 2017 Transportation Improvement Program.

The Knoxville Regional Transportation Planning Organization (TPO) announces a 14-day public review and comment period (December 2 through December 15, 2015) for an amendment to the 2014 – 2017 Transportation Improvement Program (TIP) for Project #2014-002 (Lovell Rd (SR-131), Widening from Cedardale Ln to Middlebrook Pk). The TPO is soliciting public comments on the Air Quality Conformity Determination made for this amendment. You are invited to comment by phone, email or during the TPO Technical Committee meeting on Tuesday, December 8, 2015 at 9 a.m. in the Small Assembly Room of the City-County Building, 400 Main Street, Knoxville, TN.

Federal Planning Certification Review

The Knoxville Regional Transportation Planning Organization (TPO) will hold a public meeting on Monday, December 7, at 5:30 p.m. at Knoxville Area Transit Transfer Station, located at 301 Church Avenue, Knoxville, TN.  The meeting will be in the conference room located near the main entrance off of Church Avenue.

The public meeting is part of the TPO’s Federal Planning Certification Review conducted by the Federal Highway Administration, Federal Transit Administration, Environmental Protection Agency, and the Tennessee Department of Transportation as required by federal legislation 23 CFR 450.334.  Citizens and other state, regional, and local partners and any other interested parties are encouraged to attend the public meeting to discuss the TPO’s planning efforts to meet the various federal regulations and how the transportation planning process works locally.

SUBWAY® RACE AGAINST CANCER TO RUN SUNDAY, NOVEMBER 8


Race benefits outreach services of Thompson Cancer Survival Center

Knoxville, Tenn. – The SUBWAY® Race Against Cancer is set for Sunday, November 8, at World’s Fair Park. The East Tennessee area SUBWAY® franchise owners announced their partnership with
Thompson Cancer Survival Center and Covenant Health in February as the new title sponsor of the annual Race Against Cancer. Now in its 22nd year, the 5K race benefits the cancer outreach and education services of Thompson Cancer Survival Center.

There are three registration options available. Online registration is available at http://www.raceagainstcancer.org through Wednesday, November 3. One-Stop registration is available at Fleet Feet Sports in Turkey Creek and New Balance Knoxville in Suburban Plaza. Race day registration on the lawn at World’s Fair Park will be open from 1:00-2:30 p.m. on Sunday, November 8. Registration is $35 for adults and $15 for children 18 and under for the 5K run, the 1 mile walk in the park, or, for those who can’t be present on race day, the “afternoon nap” option.

The fundraising goal for the 2015 Race is $475,000, with 5,000 registered participants. Funds raised through the race will provide cancer prevention, education and early detection services for the medically underserved throughout East Tennessee.

“My life was saved because of a cancer screening. Encouraging others to get screened for all forms of cancer is very important to me,” says Michael Holtz, 2015 race chair. “By participating in and supporting the Race, you have the power to save lives.”

When stress makes itself at home for the holidays

For some people, the holiday season is not the most wonderful time of the year.

Financial pressure and get-togethers with friends and family can lead to feelings of sadness and loneliness.

According to certified health information specialists at The University of Tennessee Medical Center’s Health Information Center, people who are already experiencing stress in other areas of their life may be especially vulnerable to increased anxiety during the holidays. Caregivers, people who are facing health issues, and people who have recently experienced losses might feel like the holidays are a burden.

However, there are conscious steps to help prevent holiday stress and ensure a worry-free season.

The American Psychological Association offers tips to help deal with holiday stress:

•Take time for yourself. There may be pressure to be everything to everyone. Remember that you’re only one person and can only accomplish certain things. Go for a long walk, get a massage or take time out to listen to your favorite music or read a new book. All of us need some time to recharge our batteries. By slowing down you will actually have more energy to accomplish your goals.

•Volunteer. Find a local charity, such as a soup kitchen or a shelter where you and your family can volunteer. Participating in a giving tree or an adopt-a-family program may help you put your own economic struggles in perspective.

•Have realistic expectations. No Thanksgiving, Christmas, Chanukah, Kwanza or other holiday celebration is perfect. View inevitable missteps as opportunities to demonstrate flexibility and resilience. A lopsided tree or a burned turkey won’t ruin your holiday; rather, it will create a family memory. If your children’s wish list is outside your budget, talk to them about the family’s finances and remind them that the holidays aren’t about expensive gifts.

•Remember what’s important. Holiday advertising can make you forget what the holiday season is really about. When your holiday expense list is running longer than your monthly budget, scale back and remind yourself that what makes a great celebration is loved ones, not store-bought presents, elaborate decorations or gourmet food.

•Seek support. Talk about your feelings with your friends and family. Getting things out in the open can help you work toward a solution for your stress. If you continue to feel overwhelmed, consider seeing a professional such as a psychologist to help you manage your holiday stress.

The GOP Has Some Lessons to Learn from Trump’s Immigration Policies

Polls indicate that support for Donald Trump is plateauing while key challengers like Ben Carson, Carly Fiorina and Marco Rubio are quickly gaining ground.

If this trend continues and Trump flames out, the Republican establishment shouldn’t simply dismiss his candidacy as a fad. There are lessons to be learned from Trump’s unexpected popularity. The most important one is that there is broad support for some components of his immigration platform, even among Hispanics.

Yes, you read that right.

Polls show that many Hispanics agree with Trump that illegal immigration is a huge problem. The eventual GOP nominee should, of course, reject the divisive, inflammatory language Trump has often used to make the case for reform. But there are smart policy ideas buried under all that rhetoric. They ought to be incorporated into the official party platform.

A recent poll by SurveyUSA shows Trump commands the support of 31 percent of Hispanics. That’s not only a higher share than Mitt Romney received in 2012 — it’s more than Republican George H.W. Bush received in 1988 when he won the general election.

Most Hispanics aren’t single-issue voters when it comes to immigration. A recent Gallup poll found that, among registered Latino voters, 67 percent are at least willing to support a candidate who doesn’t share their views on immigration. And 18 percent don’t consider the issue important to them at all.

What’s more, many Hispanic citizens have little sympathy for immigrants who haven’t played by the rules. Forty-two percent of American-born Hispanics disapprove of President Obama’s executive actions to prevent the deportation of illegal immigrants.

So while Trump has been incendiary, his message has nonetheless resonated with a significant share of Hispanic voters. It’s no surprise that immigrants who played by the rules disapprove of people who don’t.

With Trump on the wane, the GOP should pluck the good from his immigration stand and propose specific reforms.

As Trump has suggested, border enforcement should be a primary goal. Trump’s signature proposal, after all, is a wall along the Mexican border with “a big, beautiful door . . . so that people can come into this country legally.”

The GOP should fill in the details. For example, they need a strategy for finding and holding accountable immigrants who remain in the country longer than the law allows. Systems such as biometric exit points, which would track visitors through their fingerprints or photographs, could help ensure that the person leaving the country is the same one who entered.

Trump has also said that after deporting undocumented workers — who make up 5 percent of the U.S. labor force — he’d be willing to “invit[e] the good ones back.”

It’d be cheaper and more effective to skip the mass deportations and simply grant temporary work permits to certain illegal immigrants who pass a rigorous qualification process. These individuals would need to learn English, pay hefty monetary penalties for having violated the law, and pass a thorough background check.

The GOP should reject Trump’s hateful rhetoric while prioritizing serious immigration reform. That strategy will drive voters of all stripes, including Hispanics, to the polls next November.
