Man Arrested for Multiple Offenses

What started out as an intoxicated rant ended up in multiple offenses and the arrest of 24-year-old Richmond Raines. Police were called to the area of 324 E. 8th Street at 11:00 last night on a call of shots fired. Once officers got to the address they weren’t able to locate a disturbance. Just before midnight, police again received multiple calls of shots fired and a man walking the street with a gun. The second response found Raines standing in the street with an assault rifle. Police were able to get Raines in custody without incident.

Investigation of the incident found that Raines had shot into the air around 11PM. At 11:50 PM, Raines shot into his apartment building then went to the apartment of his ex-girlfriend, Sarah Johnston, armed with an assault rifle. Raines was allegedly upset that she’d contacted his parents about his behavior. Johnston told police that she had contacted his parents and the Crisis Hotline that Raines was very intoxicated and making threats to harm himself. A short time later, Raines called her and threatened to harm Johnston for calling his parents. After the phone call, Raines showed up at Johnston’s apartment. Fearing that he might harm her, Johnston didn’t answer the door. When she thought he’d left her door, she said she then heard sounds of what she believed was a crash and went to a neighbor’s house where she found out that Raines had hit two vehicles and left the scene.

A witness to the hit and run, Andrew Guinn, said that he saw a black Camaro hit his PT Cruiser and a Hyundai Accent then speed away. Police later identified that Camaro as Raines’ vehicle. When Guinn went outside to take pictures of his vehicle, he said he saw Raines running toward the apartments at 528 E 8th St. where he and Johnston live. He said he saw Raines go upstairs and come back out a few minutes later with his assault rifle in his hands. Guinn said he was able to talk Raines into unloading the gun. Moments later, police showed up and took Raines into custody.

Raines was charged with aggravated burglary, reckless endangerment, 2 counts of leaving the scene of an accident, possession of a handgun while under the influence, vandalism/malicious mischief, and attempted first degree murder in the incident. Police obtained a search warrant for Raines’ apartment and car and found 3 handguns, another rifle, several boxes of ammunition and numerous combat styles knives. Raines is currently being held at the Hamilton County Jail.
