GOBIERNO DE OBAMA ANUNCIA $500 MILLONES EN FONDOS PARA


Nueva competición estatal establece y ampliará
los programas de enseñanza temprana de alta calidad
 
 
El secretario de Educación Arne Duncan y la secretaria de Salud y Servicios Humanos de EE.UU. Kathleen Sebelius anunciaron hoy el Concurso Carrera a la Cima-Enseñanza Temprana, una nueva competición a nivel estatal para otorgar subvenciones de $500 millones. Junto a Duncan y Sebelius durante el anuncio estaban líderes empresariales, policiales, y militares que han abogado por un incremento en fondos para la enseñanza temprana para así reducir el crimen, fortalecer la seguridad nacional, y aumentar la competitividad de EE.UU.
 
“Los programas de educación temprana de alta calidad significan que los niños entrarán a la escuela mejor preparados y con mayores probabilidades de graduarse de la escuela secundaria y de la universidad”, dijo el vicepresidente Joe Biden, presidente del Grupo de Trabajo para la Clase Media de la administración. “Ampliar el acceso a la educación temprana y a los programas de cuidado infantil también facilitará que los padres se mantengan en la fuerza laboral —una de las metas del Grupo de Trabajo para la Clase Media— para que así, mientras trabajan, tengan la tranquilidad de saber que sus hijos están en un entorno educativo de alta calidad”.
 
“Para triunfar en el futuro, nuestros niños necesitan un buen comienzo”, dijo el secretario Duncan. “El Concurso Carrera a la Cima-Enseñanza Temprana anima a los estados a desarrollar planes íntegros y audaces para elevar la calidad de los programas de enseñanza temprana en todo el país”.

El Concurso Carrera a la Cima-Enseñanza Temprana recompensará a  los estados que establezcan planes íntegros para transformar los sistemas de enseñanza temprana con mejor coordinación, normas de aprendizaje más claras, y desarrollo significativo de la fuerza laboral. El secretario Duncan y la secretaria Sebelius también retan a la gran comunidad innovadora —los investigadores más destacados, empresarios de alta tecnología, fundaciones, ONG y otros— a colaborar con la comunidad de educación temprana para cerrar la brecha de preparación escolar.


A los estados que soliciten las subvenciones se les sugiere que aumenten el acceso a los programas de enseñanza temprana de calidad para los niños desfavorecidos y de familias de bajos ingresos, que elaboren sistemas integrales y transparentes para alinear sus programas de cuidado temprano y programas de educación, que establezcan sistemas de evaluación eficaces para documentar y compartir las prácticas y los programas de éxito, y que ayuden a los padres a tomar decisiones informadas sobre el cuidado de sus hijos. 

Las investigaciones demuestran que los programas de educación temprana de alta calidad conducen a resultados deseados para los niños, incluidos índices más altos de graduación de la secundaria, asistencia a la universidad y graduación de la universidad. Sin embargo, sólo el 40 por ciento de los niños de cuatro años de edad en el país actualmente asisten a programas preescolares. El informe más reciente del National Institute for Early Educational Research (NIEER) indica que por primera vez en una década los estados han reducido algunas de sus inversiones claves en la educación temprana.

UT Student Band Drums up Support for Storm Victims


KNOXVILLE – The crowd at Preservation Pub in Market Square may not sell out like one of U2’s benefit concerts, but University of Tennessee, Knoxville student band members are ready to rock out for a good cause.

 At 10 p.m. on Tuesday, May 31, local Knoxville bands will gather at Preservation Pub to perform in a fundraiser concert where all proceeds of the show, such as the three-dollar admission, will go to the American Red Cross.

 

 Plainclothes Tracy, an “artsy-indie rock” band composed of UT students will be one of the bands playing at “Songwriters for Storm Relief.” Pete Stein, Roman Reese and Sydney Grigg & Friends will perform at the fundraiser.

 

Plainclothes Tracy band members include drummer Eric Grass, history major; lead guitarists Brian Kelly and Jonathan Kahler, both journalism and electronic media majors; and vocalist/guitarist Kym Hawkins, creative writing major. Bassist Charles Blakely Sensenbaugh, music theory major, attends Pellissippi State Community College.

 For the storm-relief concert, Plainclothes Tracy will be stripped down to two-fifths of the band—Hawkins and Kelly.

 “We don’t have much else to contribute at this time in our lives, but the one thing that we can do is play music for free,” Hawkins said. “It’s a win-win situation, because we’re doing the thing we love to do the most to supply a need in the community.”

 The band has played several benefits, including Pellissippi’s Hearts for Haiti benefit last year where they raised money for the American Red Cross.

 Preservation Pub frequently coordinates fundraising shows, supporting a different cause every month.

 

Tennessee on the Verge of Having One of the Toughest Strangulation Laws in the Country


In a unanimous vote the Tennessee legislature passed and sent on to Governor Bill Haslam a bill that increases the penalty for strangulation in Tennessee.

The bill sponsored by Senate Speaker Pro Tempore Jamie Woodson (R-Knoxville) and Representative Ryan Haynes (R-Knoxville) adds attempting or intending to cause bodily injury to another person by strangulation to the definition of aggravated assault and defines strangulation as “intentionally impeding normal breathing or circulation of the blood by applying pressure to the throat or neck or by blocking the nose and mouth of another person”.

“Almost half of all domestic violence homicide victims have experienced at least one incident of attempted strangulation prior to lethal or near lethal violent incidents,” said Speaker Woodson. “Victims of prior attempted strangulation are seven times more likely of becoming a victim of homicide. These alarming facts show the need for earlier intervention by strengthening our laws on attempted strangulation.”

Prior to the new legislation strangulation was often treated as a less severe form of assault. “This legislation gives law enforcement and prosecutors the tools to adequately handle the severity and danger of strangulation for victims and makes it possible to prosecute the crime of strangulation as a felony”, said Representative Haynes. “All too often in cases of domestic violence, abusers turn to strangulation as they escalate violence, but strangulation often leaves no visible injury and has not been treated as the serious and dangerous crime that it truly is”. The State Senate approved the bill by a 29-0 vote while state representatives approved it 83-0.

“This legislation is a powerful tool for intervening in a potentially lethal form of domestic violence and preventing it from intensifying,” Russ Jensen, Community Coalition on Family Violence Co-Chair, said, adding that injuries could manifest days after an attack. “People just don’t realize that hands can be as deadly as any other weapon when placed around someone’s airway. There are only two reasons to grab someone by the throat, to control them, or to kill them.”

“We are very thankful to Representative Haynes and Senator Woodson for leading the way on this important legislation. This never would have come to pass without their vision and leadership” Jensen continued.

The Bill now awaits Governor Haslam’s signature and is scheduled to take effect July 1.

HBO SPORTS PRESENTA DESDE EL SUR DE LA FRONTERA

Seguridad de las fronteras y la inmigración

1. SEGURIDAD FRONTERIZA: La preservación de nuestra seguridad nacional debe ser el objetivo primordial de la política de inmigración de los Estados Unidos. Al menos 5,000 agentes de patrulla fronteriza se debe agregar en la frontera con México y 10,000 agentes de patrulla fronteriza más deben ser asignado al servicio en la frontera Norte. Además, el Departamento de Seguridad Nacional (DHS) debe trabajar en conjunto con la Drug Enforcement Agency (DEA) para tomar las medidas apropiadas, incluyendo la adición de unidades caninas para la detección de drogas y bombas.

2. COSTOS DE PROCESAMIENTO DE APLICACIÓN: La creación de una ruta de acceso a la ciudadanía para los indocumentados no deberían aumentar la burocracia en Washington o añadir a la ya pesada carga sobre el contribuyente estadounidense. Todas las solicitudes de estatus legal de los inmigrantes indocumentados deben ser tratados lo más eficientemente posible y todos los gastos relacionados con la tramitación de dichas solicitudes, incluidas las verificaciones de antecedentes, deberían ser sufragados por los demandantes en la cantidad de $ 500.00

7. ASIMILACIÓN Y EDUCACIÓN OBLIGATORIA DEL INGLÉS: Los inmigrantes indocumentados que están calificados para entrar en el proceso de regularización estarán obligados a tomar cursos de Inglés y Educación Cívica, como condición para obtener un certificado de finalización para la ciudadanía. El horario de estudio debe ser el doble de la cantidad que la Administración Reagan había propuesto en el marco de la legislación sobre inmigración defendida vehementemente por el Presidente en la década de 1980.
8. EL MERCADO DE TRABAJO / EMPLEO AG / D.R.E.A.M. ACT: Las personas que cumplan todos los requisitos del proceso de regularización se convierten en residentes legales permanentes de los Estados Unidos. Dependiendo de las exigencias del trabajo, el DHS puede comenzar el proceso de la tarjeta verde, si los niveles de desempleo son del 5% o menos. Si los niveles de desempleo a nivel nacional son más de 6%, (a) el DHS sólo procesará a los inmigrantes indocumentados que trabajan en industrias de mano de obra no calificada donde la demanda sigue siendo muy alta como es el caso en los sectores agrícola y de la hospitalidad, (b) los trabajadores de mano de obra calificada en las industrias competitivas donde la demanda no puede ser satisfecha por la población existente de los residentes legales de los Estados Unidos y (c) las personas que completen o hayan completado cuatro (4) años de servicio en las fuerzas armadas de Estados Unidos. Las personas que no cumplan con estos criterios recibirán una prórroga de dos años en su estado legal dentro del proceso de regularización.
9. PROGRAMA DE TRABAJADOR INVITADO: La adopción de un programa de trabajadores invitados que permitan a las personas registrarse con el DHS para entrar legalmente en los Estados Unidos para trabajar en estados cuyos gobernadores, u otras personas legalmente autorizadas, certifican que la demanda de mano de obra no puede ser satisfecha por las poblaciones existentes de residentes legales para fortalecer la economía. El número de trabajadores admitidos a dicho programa dependerá de los niveles de demanda identificada por los Estados, y se puede suspender el programa en caso de que la tasa de desempleo nacional supere ciertos niveles.
10. VISA H-1: Como mínimo, el número de visas H-1 emitidas en un año determinado debe ser mayor que su actual e insuficiente máximo de 85,000 Por lo menos 200,000. El H-1 el programa de Visa debe ser renovado para cortar la burocracia innecesaria dentro del proceso y tener en cuenta el envejecimiento de la población de baby-boomers que se ha traducido en una escasez de mano de obra en los campos de la educación, la ciencia y las matemáticas.
11. APUNTANDO SOBRE LOS CRIMINALES QUE EVADEN LA LEY / E-VERIFICACIÓN: Si bien la cooperación entre los funcionarios estatales y federales de la ley es esencial para la protección de nuestras fronteras, la Sección 287 (g) de la Reforma de Inmigración Ilegal y Responsabilidad del Inmigrante de 1996 (IIRIRA) no ha proporcionado un marco adecuado para el establecimiento de la cooperación entre los funcionarios estatales y federales de la ley, esto a pesar del hecho de que los costos de la administración del programa 287 (g) se dispararon de $ 5 millones en 2006 a $ 55 millones en 2010.

12 Steps to Securing Our Borders and Legal Immigration

1. BORDER SECURITY: The preservation of our national security must be the paramount objective of the immigration policy of the United States. At least 5,000 additional border patrol agents should be added on the border between the United States and Mexico and an additional 10,000 border patrol agents should be assigned to duty on the North border. In addition, the Department of Homeland Security (DHS) should work in conjunction with the Drug Enforcement Agency (DEA) to take appropriate measures, including the addition of drug and bomb sniffing canine units that will deter drug activities.
2. PROCESSING APPLICATION FEES: The creation of a path to citizenship for undocumented persons should not increase the bureaucracy in Washington or add to the already heavy burdens on the American taxpayer. All applications for legal status by undocumented immigrants should be processed as efficiently as possible and all expenses in connection with the processing of such applications, including background checks, should be borne by the applicant in the amount of $500.00
3. OFFENSE FINE: There is no right that we Americans hold more dearly than the privilege of calling ourselves citizens of the United States. We do not advocate amnesty, therefore, undocumented individuals should be required to pay a fine as a civil penalty (not to exceed $1,500 per person of $5,000 per family) for entering in the country illegally and after a background check clearance has been carried out.
4. REGISTRATION: Upon enactment, undocumented persons must register with the DHS for background check, and wait until the border is certified as “secure” by DHS in order to trigger legalization. Persons should be given the opportunity to remain in the United States as residents with a temporary legal status
5. REGULARIZATION PROCESS: Upon certification, undocumented immigrants who satisfy the requirements for temporary legal status with moral character and no criminal record will enter into a six year program before becoming citizens of the United States. No participants in the program shall be entitled to receive any federal government assistance while they are in the program which will consist of three phases.
6. PAYING BACK TAXES: Undocumented immigrants must apply for a Social Security Number from the IRS and pay any income taxes owed. We recognize that undocumented immigrants contribute to the system by paying state and federal sales, use and excise taxes.
7. ASSIMILATION AND MANDATORY ENGLISH EDUCATION: Undocumented immigrants who are qualified to enter the Regularization Process shall be required to take courses in English and Civics as a condition to obtain a certificate of completion for citizenship. The hours of study should be twice the amount to what the Reagan Administration had proposed as part of immigration legislation championed by the President in the 1980s.
8. THE U.S. LABOR MARKET / AG JOBS / D.R.E.A.M. ACT: Individuals who satisfy all of the requirements of the Regularization Process shall become permanent legal residents of the United States. Depending upon the labor demands, the DHS can begin the Green Card process if employment levels are 5% or below. If the national unemployment levels are greater than 6%, the DHS will only process those (a) undocumented immigrants working in unskilled industries where the demand for their labor remains very high such as the case in the agricultural and hospitality sectors, (b) highly skilled workers in competitive industries where demand cannot be satisfied by the existing population of legal residents of the United States and (c) individuals who complete or have previously completed four (4) years of service in the United States Armed Forces. Individuals not satisfying such criteria would be granted a two year extension of the Regularization Process status.
9. GUEST WORKER PROGRAM: The adoption of a guest worker program would permit individuals registering with DHS to legally enter into the United States to work in states whose governors, or other legally authorized persons, certify that demand for labor cannot be satisfied by existing populations of legal residents will strengthen the economy. The number of workers admitted to such a program would depend on the demand levels identified by the States, and can suspend the program in the event that the national unemployment rate exceeds certain levels.
10. H-1 VISAS: At a bare minimum, the number of H-1 Visas issued in any given year should be increased from their insufficient current maximum of 85,000 to at least 200,000. The H-1 Visa program should be revamped to cut unnecessary red tape out of the process and take into account the aging baby boomer population which has resulted in a shortage of labor in the fields of education, science and math.
11. TARGETING CIRCUMVENTING CRIMINALS (TCC) / E-VERIFICATION: Although cooperation between state and federal law enforcement officers is essential to the protection of our borders, Section 287(g) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRIRA) has not provided a proper framework for the establishment of cooperation between state and federal law enforcement officers, this despite the fact that the costs of the administration of the 287(g) program sky-rocketed from $5 million in 2006 to $55 million in 2010. According to a report by DHS, the 287(g) enactment does not require sufficient focus on the identification and deportation of that small percentage of undocumented immigrants guilty of violent criminal offenses. The ineffectiveness of the 287(g) program has resulted in an epidemic of states seeking to usurp federal authority by taking immigration matters into their own hands and adopting misguided legislation, most notably in Arizona, that unfairly scapegoat immigrants. We need to get smart and concentrate on training and supervision that will focus on circumventing criminals that wish to do us real harm. Congress should consider replacing most of 287(g) resources with a national E-verification program that will discourage future illegal immigration only “after” Congress passes a reasonable immigration solution where the Electronic employment eligibility verification would not immerse America’s workers and business in burdensome bureaucracy and avoid eroding the freedoms of the American citizen.
12. FREER TRADE RELATIONS FOR SAFER NORTH AMERICAN CONTINENT: The United States should continue honoring trade agreements, such as NAFTA, so that we do not undermine the stability of the economies and our relationships with our neighbors.
Conclusion
Despite what opponents to legal immigration say, benefits would include secured borders, better military qualified readiness, furthered assimilation by immigrants that demonstrates their loyalty to America, shared tax burdens and increased revenues to the tax base for state, federal, and local governments, and our labor market needs will be maintained especially with the baby boomers retiring.

UT College of Engineering, Fisk University Sign Dual-Degree Agreement


KNOXVILLE — The University of Tennessee, Knoxville, College of Engineering has entered into an agreement with Fisk University in Nashville to offer a dual-degree program in science and engineering.

 The five-year program, which begins in the fall, will allow students to spend their first three years at Fisk as math and science majors and then transfer to UT for two years to complete their engineering degrees. Students graduate with two bachelor’s degrees, one from each institution.

 The agreement was signed today by Wayne Davis, dean of UT’s College of Engineering, and Hazel O’Leary, president of Fisk.

 According to the National Science Foundation, Fisk is the No. 1 producer of African Americans who go on to earn doctoral degrees in the natural sciences.

“At Fisk, 26 percent of our students major in life and physical science, computer sciences and mathematics,” O’Leary said. “The Fisk/University of Tennessee dual-degree program will offer more options for our talented students to earn multi-disciplinary degrees and become professional leaders.”

 Davis said UT’s College of Engineering is excited about working with Fisk to offer its students increased access to UT.

“We look forward to implementing the program and encouraging more students to consider engineering as a career option,” he said. “Engineering has seven of the ten top-requested majors by employers. The graduate of this dual-degree program will have better access and more opportunities to apply and be admitted to engineering graduate programs after receiving the two degrees.



“These students will be heavily recruited by engineering graduate schools, either at UT or elsewhere across the country,” Davis said.


 Participants in the dual-degree program will spend three years at Fisk taking English, chemistry, math, computer science, physics and economics courses. They must earn a minimum 2.8 cumulative average and a C or better in specific courses.


To be eligible for the program, students must meet the general entrance requirement of UT’s College of Engineering (see http://www.engr.utk.edu/futurestudents/admission.html) and be recommended by Fisk.



Both universities will appoint liaison officers to coordinate the program. The agreement will be evaluated after five years to determine what changes need to be made to make it more useful to other institutions.

Victim of Apparent Case of Severe Child Abuse Dies


NASHVILLE, Tenn.— Six-month-old Heaven Hamilton died Saturday at Vanderbilt Children’s Hospital where she was rushed last Tuesday with extreme head trauma.

          Robert Simmons, the boyfriend of Heaven’s mother, Rose Hamilton, babysat Heaven Tuesday while Hamilton was away.  During the day, Simmons was also watching three other children, ages four, three and one, who were staying at the motel.  When Hamilton returned to the motel room, she found that Heaven was in distress with a swollen head.  She called for help.          

          Simmons, 35, is a convicted sex offender who received a six-year sentence in 2006 for attempted aggravated sexual battery against a child under the age of 13.  Youth Services detectives arrested Simmons Tuesday on two counts of violating the provisions of the state’s sex offender registry law.  State Probation & Parole also obtained warrants charging Simmons with violating the probation he received in relation to his conviction last July for violating the state’s sex offender registry law.

          Simmons remains under investigation in connection with the injuries suffered by Heaven.  He is being held in the Metro Jail in lieu of $72,500 bond. 

UT, Pellissippi Leaders Sign Agreement Formalizing New Bridge Program

KNOXVILLE—Sixty students have now confirmed their attendance in a new program in which students will be dually enrolled at UT Knoxville and Pellissippi State Community College (PSCC). The agreement formalizing the bridge program was signed this week by UT Knoxville Chancellor Jimmy G. Cheek and PSCC President Allen Edwards. “We’ve gotten it off the ground and it is operational,” Cheek said. “UT and Pellissippi State have a great working relationship.


This program is testament to UT’s commitment to collaborate with community colleges.” Edwards said the bridge program will help both institutions in their missions to serve the community. “Part of our role as the local community college is to serve the university, which is part of the community,” he said. This new bridge program—the type of partnership required by the 2010 Complete College Act of Tennessee—will allow some students who are wait-listed for admission at UT to tackle initial program requirements at the community college.

The program provides a seamless transfer to UT, provided they complete a specified number of hours and maintain a certain grade requirement. Invitation letters have been sent to eligible students who have applied for fall 2011 admission to UT and are among those at the top of UT’s wait list. Invited students have until May 16 to confirm their attendance.

Administrators are hoping for an initial bridge class of seventy-five to 100 students. The students, who will be guided by advisers on both campuses, will attend the second summer session at UT to take a set of credit courses to help them adjust to college life and get a head start on their UT degree. During the following fall and spring semesters, they will take classes exclusively at PSCC, and at the end of the spring semester, will be admitted to UT if their academic record at PSCC indicates an ability to succeed at UT.

Bridge students will be invited to live in a residence hall on the UT campus when they begin. They will be issued a UT ID card and enjoy library, computer, tutoring and mentoring services, and recreational opportunities on both campuses. This partnership between UT and PSCC is part of how UT is working to comply with the Complete College Tennessee Act of 2010. Passed by the state Legislature and signed by former Gov. Phil Bredesen in January 2010, this act is intended to enhance cooperation between colleges and universities in the Tennessee Board of Regents (TBR) and UT systems.

The Complete College Tennessee Act:
· Changes the state funding formula so it is based on six-year graduation rates rather than enrollment;
· Eases the transition for community college students moving on to state universities;
· Requires TBR and UT to establish dual-admission and dual-enrollment policies at two- and four-year colleges and universities; and
· Requires community colleges to offer all remedial work.

For more than 80 years, the physicians, nurses and staff at Mercy Health Partners have provided the best in compassionate, state-of-the art care to the people of East Tennessee.  Unfortunately, this morning, our local newspaper chose to turn what, at best, should have been a minor mention in the Business or Health sections of the paper into a front page story which has not only cast an inaccurate and insulting shadow on the good work of the physicians and associates who have dedicated their lives to our ministry but, equally importantly, has created unwarranted concern among our patients and their families.  It would be difficult for me to express in words the depths of my frustration with the decisions made by the staff and leadership at the News Sentinel.  Rest assured that I have spoken on your behalf with the Publisher of the paper and he is aware of our position. 

Mercy facilities, like all healthcare facilities in the United States, are inspected on a regular basis by many regulatory agencies at the local, state and national levels.  When concerns are identified, agency and hospital officials work together to address the issues identified and then make whatever changes are necessary to insure the health and safety of all patients. 

In the case referred to in this morning’s News Sentinel, officials from the Centers for Medicare and Medicaid Services, during an inspection of patient records, found an instance in which two “process errors” occurred in the care of one of our patients–neither of which resulted in any injury to the patient.  Following standard procedure, Mercy officials were notified of CMS’s concerns and we are taking steps to immediately address the errors in question.  We have no doubt that we will be able to put into place procedures that will minimize the chances of these types of issues reoccurring in the future.  Let me say emphatically that there is absolutely no reason for us to believe that our Medicare funding is in jeopardy, despite the implication of this morning’s News Sentinel article. 

Incidentally, CMS initiates this type of action at hospitals throughout the country each year and I salute them for being diligent in their duty to insure the safest possible care in our nation’s healthcare facilities.  I also need to say that we take the issues identified by CMS very seriously and will redouble our efforts to remain as error-free as possible. 

We now have two choices:  we can spend our energy being frustrated at the decisions made by our local newspaper this morning or we can re-focus on providing the best possible care of body mind and spirit to our patients and their families.  My suggestion is that we take the latter course, attending to the needs of our patients and providing them with the best care available anywhere, just as we have for over eight decades.   

Thank you for all that you do for Mercy and all our patients each day.  Let’s go back to work!

NASHVILLE, Tenn. – Tennesseans who suffered losses from the severe storms, tornadoes, and flooding that hit the Volunteer State over the past month have been approved for more than $5 million in federal help. More than 8,100 Tennesseans have registered with the Federal Emergency Management Agency for disaster assistance.

 Then, on May 9, a presidential disaster declaration made federal funding available to eligible individuals in counties for help with losses caused by severe weather storms, straight-line winds and flooding beginning on April 19, 2011, and continuing.

FBI Warns East Tennesseans of Storm Related Phone Scam


 The FBI says citizens have reported receiving automated calls from a foreign number requesting personally identifiable information. The scheme seeks banking information that was purportedly “lost” due to an outage in the financial institution’s computer system during the recent severe weather that hit Tennessee late last month. The automated female voice asks victims to key in their banking account information in order to re-establish their account with the bank.

“Those receiving unsolicited calls seeking personally identifiable information should report it to the FBI’s Internet Crime Complaint Center at www.ic3.gov,” said Richard Lambert, Special Agent in Charge of the FBI’s Knoxville Division.

Account numbers and passwords should be known only by you and should never be released over the telephone to someone who called you. If you think there is an issue at one of your financial institutions, go there in person or call a publicly listed number for the financial institution.

Dealing with anger
